Miller reviews experiments on absolute judgment, immediate memory span, and recoding, noting the recurrent appearance of limits near seven categories or items. In absolute-judgment tasks, performance is better described in bits of transmitted information, and increasing the number of stimulus dimensions can expand capacity.
In memory-span tasks, people recall a limited number of chunks, but a chunk can contain varying amounts of information. Recoding—grouping elements into meaningful units—therefore increases how much information can be handled without necessarily increasing the number of chunks. Miller treats the similarity between judgment and memory limits cautiously; the famous seven-plus-or-minus-two formulation is an organising observation, not a universal law that every display or lesson must contain seven items. The paper’s durable educational insight concerns organisation: prior knowledge and meaningful grouping change the functional units learners process.
Later working-memory research has revised numerical estimates, so instructional design should focus on manageable structure and chunking rather than applying “seven” mechanically.
