Topping defines peer assessment as arrangements in which learners consider and specify the level, value, or quality of products or performances by equal-status peers. The review proposes a detailed typology showing that designs differ by subject, objectives, output, participant level, matching, directionality, anonymity, assessment format, and whether feedback or grades are involved.
Reviewing higher-education studies, it finds peer marks can reach adequate reliability and validity across many settings, although agreement depends on training, criteria, task, and aggregation. Evidence was strongest for positive formative effects in writing and in uses involving marks, grades, or tests; evidence for presentations, group projects, and professional skills was then more limited. Potential learning mechanisms include clarifying standards, comparing approaches, articulating judgement, receiving more feedback, and developing responsibility. Topping reviews developments in peer learning from the early 1980s through the mid-2000s, concentrating on peer tutoring, cooperative learning, and peer assessment. The field had expanded beyond fixed, one-to-one tutoring into reciprocal, same-age and cross-age arrangements, whole-class cooperative structures, online interaction, and participation by learners with varied needs.
Research increasingly recognised benefits for helpers as well as those helped: explaining, questioning, monitoring, and responding can deepen the helper’s cognition, metacognition, communication, and confidence. The article integrates theoretical perspectives around cognitive conflict, elaboration, modelling, scaffolding, feedback, motivation, affect, and social interdependence rather than attributing effects to contact between peers alone. It stresses implementation integrity—roles, tasks, training, interaction quality, monitoring, and duration determine whether a named programme actually produces the intended learning processes. Cognitive gains matter alongside social and emotional outcomes, inclusion, cost-effectiveness, and sustainability.
Technology can widen access and mediate exchange but does not remove the need for purposeful structure. For educators, peer learning is a broad design family, not a single method: matching the format to goals, preparing participants, and examining both partners’ outcomes are essential.

This practice-oriented article explains peer assessment as learners judging work by peers of similar status, usually with formative purposes extending beyond a mark. Topping distinguishes qualitative comments or scores, anonymous or identified review, same- or cross-ability matching, reciprocal or one-way roles, individual or group products, and formative or summative use.
Peer assessment may increase feedback while helping students internalise criteria, compare strategies, explain judgements, and reflect on their own work. Reliability can be acceptable, particularly when multiple judgements are combined, but accuracy is not automatic. Students may lack domain knowledge, misunderstand standards, avoid criticism, favour friends, or distrust peer grades. Preparation therefore matters: teachers should clarify purposes and criteria, model examples, involve students in criteria where appropriate, train them to give specific constructive feedback, rehearse with low stakes, monitor exchanges, and provide opportunities for revision.
The teacher remains responsible for design and quality assurance. The central implication is that making and discussing judgements can itself produce learning; peer assessment should be reciprocal participation in evaluative practice, not merely delegated grading.

Trust, Krutka, and Carpenter investigate how teachers experience professional learning networks through qualitative analysis of open-ended survey responses from 732 P–12 educators. Participants described personalised systems of people, spaces, and tools spanning face-to-face relationships and online platforms rather than a single social-media site.
Teachers used these networks to share resources, seek ideas and emotional support, ask questions, collaborate, reflect, and connect with perspectives unavailable locally. Reported benefits included continuous and self-directed learning, access across time and geography, professional affirmation, and opportunities to contribute as well as consume. Challenges included information overload, variable credibility, limited time, shallow interaction, privacy concerns, technology access, and difficulty turning connections into sustained collaboration. Because respondents were self-selected and outcomes were self-reported, the study does not demonstrate that participation causes improved teaching or student achievement.
It does show why educators value PLNs and how networked learning differs from conventional episodic professional development. For educators and leaders, useful networks require intentional curation, reciprocal participation, critical evaluation of sources, diverse ties, reflection, and conditions that help teachers translate shared ideas into classroom inquiry and evidence-informed practice.
Adopted by UNESCO’s General Conference in 2019, this Recommendation defines open educational resources as learning, teaching, and research materials in the public domain or released under an open licence permitting no-cost access, reuse, adaptation, and redistribution.
It asks Member States to act across five connected areas: build stakeholders’ capacity to create and use OER; develop supportive policy, including open licensing of publicly funded materials; promote inclusive and equitable access to quality resources; establish sustainable models; and strengthen international cooperation. The text stresses accessibility, gender equality, cultural and linguistic relevance, local and Indigenous languages, reliable infrastructure, quality assurance, and protection of authors’ intellectual-property rights. It treats openness as more than making files freely viewable: users should have legally clear permissions and practical means to adapt and share them.
For education systems and institutions, the Recommendation provides a policy framework for investing in openly licensed resources, training educators, reducing duplication, widening participation, and monitoring whether OER initiatives remain relevant, discoverable, adaptable, and sustainable.
This report from UNESCO’s International Commission on the Futures of Education proposes a new social contract grounded in human rights, education as a public endeavour and common good, and collective responsibility for just, peaceful, and sustainable futures.
It argues that expanded access has not removed deep inequalities and that ecological crisis, digital transformation, democratic erosion, and changing work require education itself to be renewed. Its proposals favour pedagogies of cooperation and solidarity; curricula organised around ecological, intercultural, and interdisciplinary knowledge; teaching strengthened as a collaborative profession; and schools protected as inclusive public sites while learning opportunities expand across life, time, and place. The report calls for broader rights to education, information, culture, science, and connectivity, without treating technology as a substitute for human relationships or public institutions. It also urges participatory research, innovation, global solidarity, and fairer financing.
The document is intentionally a framework for dialogue rather than an implementation recipe, inviting communities to negotiate locally meaningful futures while retaining commitments to equity, inclusion, and democratic participation.
UNESCO’s guidance offers a human-centred framework for governing generative AI in education and research. It explains how foundation models produce outputs, surveys emerging uses and risks, and cautions that rapid commercial deployment has outpaced regulation, institutional readiness, and evidence about educational benefit.
The report prioritises data privacy, age-appropriate use, human agency, inclusion, cultural and linguistic diversity, transparency, accountability, and validation of systems for their intended contexts. It recommends that governments develop coordinated regulation and public capacity, while institutions protect personal data, examine providers and models, define ethical and pedagogical standards, and build staff and learner AI literacy. Proposed uses—such as supporting inquiry, co-design, tutoring, language learning, or research—should be tested rather than assumed effective, with teachers and researchers retaining responsibility for judgement. Assessment and curriculum may need redesign to value higher-order thinking and critical evaluation of generated material.
The central message is that GenAI is not itself a solution to educational problems: adoption should serve human capabilities and collective purposes, remain contestable, and be continuously monitored for harms and unequal effects.
The 2024/5 Global Education Monitoring Report examines leadership at school, middle-tier, system, political, and community levels and asks how it can advance inclusive, equitable learning. Drawing on comparative evidence and country profiles, it organises effective educational leadership around four dimensions: setting expectations, focusing on learning, fostering collaboration, and developing people.
Leadership effects depend on context and are distributed across many actors, not confined to formally appointed principals. The report analyses how leaders are selected, prepared, supported, given autonomy, and held accountable, noting that preparation programmes often omit one or more core dimensions and that political turnover can disrupt sustained reform. It also considers teacher leadership, student and community participation, gender disparities, crisis settings, and tensions between administrative demands and instructional priorities. Recommendations call for transparent and inclusive recruitment, professional standards, relevant preparation, continuous development, collaborative cultures, adequate resources, and governance that combines trust with accountability.
For schools and systems, the report cautions against heroic-leader models: improvement is more likely when capable people share purpose, attend closely to learning, build others’ expertise, and have stable conditions for collective action.
The Convention on the Rights of the Child is a binding international human-rights treaty defining a child generally as every person under eighteen and requiring States Parties to respect, protect, and fulfil children’s civil, political, economic, social, and cultural rights.
Four widely used principles run through the text: non-discrimination; the child’s best interests as a primary consideration; rights to life, survival, and development; and respect for children’s views in matters affecting them. Its articles address identity, family relations, expression, privacy, protection from violence and exploitation, disability, health, social security, adequate living standards, education, culture, play, juvenile justice, and safeguards in conflict and displacement. Education should develop the child’s personality, abilities, respect for human rights and cultural identity, and readiness for responsible life in a free society. States must use appropriate legislative, administrative, and other measures and report implementation to the Committee on the Rights of the Child.
For educators, the Convention frames learners as rights-holders: participation, inclusion, safety, dignity, access, and evolving capacities are legal and ethical considerations, not optional additions to teaching or school policy.
